Breaking news: On January 9, 2026, China's Ministry of Finance and State Taxation Administration jointly issued the "Announcement on Adjusting Export Tax Rebate Policies for Photovoltaic Products and Others." The revised list explicitly includes PVC powder, unplasticized PVC, and plasticized PVC, with the key impact clause targeting PVC exports. Effective April 1, 2026, the export VAT rebate for PVC resin will be abolished. This means the previously available 13% rebate subsidy will no longer be granted. The policy will directly increase export costs, with an estimated rise of $75 to $80 per ton after the rebate cancellation.
From the perspective of export fundamentals, China's PVC resin exports have become a crucial support for filling the domestic demand gap in recent years. Data shows that the total export volume reached 2.617 million tons in 2024, and is expected to exceed 3.8 million tons in 2025.
